In 2014, the City of Dubuque and Dubuque County were in the planning stages for a new Emergency Communications Center and Emergency Operations Center. Wold was hired to guide this process by providing Dubuque with a study that developed abBuilding needs assessment, building use program, and architectural concept plans for a 911 Communications Center and Emergency Operations Center (EOC).
Working closely with multiple City and County representatives, Wold was able to populate a pre-architectural program document with functional spaces, square footage requirements, potential for growth to accommodate future shared agency endeavors, and agency needs.
