Anoka County sought to analyze the deficiencies of their courthouse facilities and considered a comprehensive list of options to solve the existing operational issues. The menu of solutions ranged from minor improvements to a completely new justice center. Ultimately, Anoka County took a middle of the road solution that solved all their deficiencies without having to rebuild completely. The county’s two most heavily trafficked courtrooms now are high-tech courtrooms with access to secure holding connected to their jail. A holding suite complete with interview rooms support the new high-volume arraignment courtroom and keep the facility operating with a three-zone circulation system.
With a carefully planned phasing process to keep the near-full courthouse operational during construction, the courthouse never reduced the number of operational courtrooms by more than one at a time.
